Can you shave a pom/miniature american eskimo?

I know american eskimos aren't supposed to be shaved, but the heat is just too much for my puppy. She's 9 months old and I put a pool outside today for her to play in, but even an hour out there with me and she's overheating. Any other suggestions if shaving isn't an option?
