Why am i not losing weight by doing these?

I am 16 years old,180 cm tall and 174 lbs and few months ago,I started a diet plan - I would eat breakfast consistin of a cup of coffee/milo and usually a bread.Then I would eat nothing at school from about 7 am to like 5 pm till i go home.When i reached home,I would workout for like 10 - 20 minutes (basically doing continuous jumping jacks for 10 minutes followed by 3 sets of weight lifting ).Then I would take a shower and have my dinner of white rice and some meat.I would eat a loaf or bread afterwards.I didnt eat ANYTHIN at school except drinkin water and i didnt drink soft drinks nor eat chocolate/ice cream this year (last year i drank about 1 can of soft drink a day but this year I only drink like 1 can of soft drink for every 2 - 3 weeks.But I still couldnt lose weight.It have been staying at 174 lbs for these few months.My target is to lose 10 pounds and build muscles.Any suggestions?Thank you for reading :D
