Conflicted about liberal European countries and ?

My issue is when someone who is 18 has a relationship with someone that is 17, and they get sent to jail as a pedophile and get placed on the same list as the horrible 40 year old that d the 9 year old. Maybe that was an attempt at rectifying that, but to me it seems way too young.
